Certainly abitious. All but one of the cities have existing NFL teams.

I still have yet to see where this succeeds where the original failed, but the more humble, community based approach helps.

So with the two spring leagues in 2019 and 2020, you have the following cities hosting AAF or XFL teams:

Atlanta (AAF, Atlanta Legends, Georgia State Stadium-formerly Turner Field)
Birmingham (AAF, Birmingham Iron, Legion Field)
Dallas (XFL, Globe Life Park at Arlington)
East Rutherford (XFL New York, MetLife Stadium)
          Houston (XFL, TDECU Stadium)
          Los Angeles (XFL, StubHub Center)
Memphis (AAF, Memphis Express, Liberty Bowl Stadium)
Orlando (AAF, Orlando Apollos, Spectrum Stadium)
San Antonio (AAF, San Antonio Commanders, Alamodome)
San Diego (AAF, San Diego Fleet, SDCCU Stadium)
Salt Lake City (AAF, Salt Lake Stallions, Rice-Eccles Stadium)
          Seattle (XFL, CenturyLink Field)
St. Louis (XFL, Dome at America's Center)
Tampa (XFL Tampa Bay, Raymond James Stadium)
Tempe (AAF, Arizona Hotshots, Sun Devil Stadium)
          Washington, D.C. (XFL, Audi Field)

The LA and STL franchises are certainly doomed from the beginning.

Those two cities can hold an NFL team like a sieve holds water.

I thought the whatever is in Atlanta is supposed to be regional in terms of players or something? What's the XFL roster supposed to be made of? Are there enough capable people in American to fill rosters for this many squads?

Ultimately, this could be very good for player development. The way it is right now, you're either ready to play in the NFL at the age of 21-22, or you're screwed. With this, you have a chance to possibly get some decent in-game experience and attract an eye.

I can also see the NFL using these leagues as guinea pigs for potential rules changes.

They are already better run than the other organization here.

It would be hilarious if all of the TB season ticket holders stopped buying their tickets and switched to this team.

                      That would send a message.
