      Donnie will sign it because vetoing it and causing a shut down right before the midterms will easily cost the GOP the House and maybe senate.

          Democrats went along with the increase in Pentagon spending because they got increases for programs they like. It's a compromise.

          If Republicans would stop masturbating to the thought of having a trillion dollar "defense" budget they could probably force Democrats into a corner on spending elsewhere.

                Dunno. We've only had an all Democratic government for 2 years in the past quarter century and 4 years since Carter. 2 of those years were during a recession so hard to tell what they could or could not do.

                In 93 and 94 the deficit was about 2.5-2.8% of GDP. When the GOP took control under Dubya, it climbed past 3% from a previous surplus and hovered around there, dropping into a 2s for a bit, for 6 years. Under complete GOP control with Trump, it is climbing well past 3% again and flirting with going over 4% and even 5%. This is during an "economic boom".

                So, evidence for Republicans = not capable. Evidence for Democrats = not enough evidence.
